Once we embrace the goal of trying to measure the volume of crime, the challenge then becomes how to agree on which acts are "criminal" and which are not.
The concept of crime is socially defined .....
- prohibited based in law (prohibited by the state and punishable by law)
- violation of moral values (violates norms of religion and morality)
- violation of social convention (violates cultural norms and customs and is punishable by the community)
- an act that has behavioural consequences (harms others)
.....and hence inherently intertwined with theory. The theoretical nature of crime requires that we first consider the meaning that supporters of different schools of thought attribute to crime statistics.
